• Students are required to follow the dress code and grooming guidelines according to the Duval County Public Schools' dress code policy. Administration and teachers of Duval County Public Schools enforce dress and grooming guidelines that promote successful operation of schools. At Rufus E. Payne Elementary we wear uniforms. The uniform consist of khaki bottoms (skirt, pants, shorts, and dress jumpers) and polo style, solid colored shirts. The colors of the shirts are red, royal blue, and gold.
